POSITION TITLE: Chief Operating Officer

Position Summary:    The primary function of the Chief Operating Officer (COO) is to provide strong leadership,        guidance, efficiency, and effectiveness of daily operational activities. COO reports directly to the Chief Executive                Officer. Duties will include implementation of long-term and short-term strategies, goals, policies/procedures, and            program/service evaluation to help drive the agency’s capacity to maximize community impact in support of the     organizational mission, vision, and core values. The following roles will report to the COO: Director of Human         Resources, Chief Financial Officer and Director of Programs. The COO will create strategies to streamline daily       operational practices, conduct midcourse corrections, and keep the CEO informed of Home Start’s operations,           including how its finances, technology, staffing relates to important goals.

 Essential Duties and Responsibilities: 

Operational and Financial

  • Actively lead and support a positive, proactive, results oriented work culture that is regarded by peers and stakeholders as innovative, and demonstrative of the organization’s mission and goals
  • Be a proponent of, and promote productive working relationships throughout all levels of the organization to ensure that Home Start operates profitably and productively
  • Collaborate with directors and managers to clearly provide directions, to carry out quality business practices and to achieve organizational goals
  • Work with individual departments to monitor their work, ensuring each department continues to meet contract, budget, and agency goals Monitor staff performance and conduct quarterly and annual performance evaluations of direct reports

Strategic Planning

  • Working in partnership with the CEO to uphold standards of Home Start as mandated by its mission, purpose, guiding principles and standards of quality.
  • Implement and lead a continuous quality improvement process throughout program and service areas, focusing on system/process improvement, grant/contract compliance and ensuring achievement of all program goals and objectives
  • Identify and implement cost-effective ways to deliver state-of-the-art programs to clients

Human Resources

  • Manages and provides guidance to the Director of Human Resources
  • Ensures training, development, supervision, performance evaluations, and staff terminations are conducted in accordance with agency policies and procedures.
  • Maintains confidentiality and privacy standards of service-partners health protected information as well as other applicable information and material in accordance with agency policies and applicable regulations and laws including HIPPA.

       Communication

  • Working on partnerships with CEO to ensure the agencies vision and mission are fully implemented and ensure that the CEO is consulted prior to policy changes, hiring or termination of staff, and matters concerning potential legal exposure or risk.
  • Responsible for the accuracy and timeliness of operational reports, proposals, and presentations both internally and externally
  • Development of systems, procedures and policies related to collecting and reporting service delivery data on a monthly basis, reviewing service delivery data and compiling this data into a report for the CEO

 

Program Support

 

  • Increase services and/ or programs to new territories/ locations
  • Diversify programs to meet the needs of the communities
  • Maximize current resources and relationships
  • Attend and represent Agency diplomatically via meetings, media, and events

 

Grants

  • Provide support and hold Director of Programs accountable for managing grant funds and staying within budget
  • Provide oversight and direction of all government contract and/or grant funded programs and services, compliance with all grant/contract terms and conditions and requirements, data collection and reporting systems, and performance management/quality assurance systems
  • Support staff in successfully meeting grant deadlines and seeking new grant opportunities

 

 

Project Management

  • Manage multiple projects with specific results
  • Complete internal and external reports/ summaries with accuracy, timeliness and compliance to deadlines
  • Follow through with projects and tasks and execute resolutions early to prevent chaos
  • Prioritize projects even with frequent changes in directions/ goals

 

Fiscal Knowledge

  • Analyze program outcomes, costs, statistical reports and financial statements to comply with goals and objectives
  • Recognize inconsistency in financial statements and partner with CFO to resolve issues
  • Create and manage budgets and grant requirements

 

Involvement with BOD

  • Inform BOD through CEO of internal organization matters, including relevant staffing, funding and program success and priorities
  • Recognize inconsistency in financial statements and partner with CFO to resolve issues
  • Create and manage budgets and grant requirements
  • Ensure that all staff understand the full role and leadership activities of the Board of Directors
  • Serve as resource person for the Board and other committees as assigned by the CEO
  • Work collaboratively with the Board through the CEO, to ensure BOD goals filter into day-to-day management

Education and Work Experience Qualifications  

  • BS/BA in Business Administration or relevant field
  • Proven experience as Chief Operating Officer or relevant role
  • Experience of at least 5 years or more in senior leadership role at a non-profit organization
  • Experience of at least 5 years in grants administration and grants financial management
  • Strong experience in the administration of complex federal grants
  • Strong understanding of HR, Finance, and Programs
  • Demonstrable competency in strategic planning
  • Working knowledge of data analysis and performance/operation metrics
  • Working knowledge of IT/Business infrastructure and MS Office

 

Work Environment 

 This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.  

Physical Demands 

The employee is routinely required to sit, stand, reach, lift, bend, kneel, stoop, climb, push, and pull items weighing 25 pounds or less. The position requires manual dexterity; auditory and visual skills, and the ability to follow written and oral instructions and procedures.  

Position Type/Expected Hours of Work 

This is an exempt position.

Travel  

Employee will be expected to travel as needed with occasional overnight travel.
